The bottlenecks are not technological. They lie in procurement predictability, operational validation pathways, capital structures misaligned with defence timelines, and the absence of coordination between operators, founders, investors, and policymakers.
CADET operates at that coordination layer, without a commercial incentive that biases it toward any single constituency in the ecosystem.
